Deputy Chairman of the Government of the Russian Federation Vitaly Mutko chaired a meeting of the federal competition commission on organizing and conducting the All-Russian competition “Best Municipal Practice”. City districts (urban districts with intra-city divisions), urban and rural settlements take part in the competition. Holding this competition helps to generalize and disseminate the most successful experience of municipal government.

Vitaly Mutko emphasized the importance of holding this competition annually to create additional incentives for the socio-economic development of districts and municipalities and called on the organizers to increase the number of applications from participants, stimulate regions and popularize the participation of local governments in the competition. “We must intensify development throughout the country so that anyone anywhere in Russia lives in comfortable and decent conditions. I would like to see more participants in the competition next year. To do this, it is necessary to develop educational programs and encourage municipalities to participate in them,” noted the Deputy Prime Minister.

Based on the results of the next competition, prizes were awarded to the cities of Anapa, Novorossiysk, and Kaluga. In category II: 1st place - municipality of the village of Sultan, Andropovsky district, Stavropol Territory, 2nd place - Urmanaevsky village council of the municipal district of Bakalinsky (Republic of Bashkortostan). In the nomination “Urban planning policy, ensuring a favorable environment for the life of the population and the development of housing and communal services” the following winners were determined: 1st place - the urban district of the city of Ufa of the Republic of Bashkortostan, 2nd place - the municipal formation of the city of Cheboksary of the Chuvash Republic, 3rd place - the municipal formation of the City "Zhatai" district of the Republic of Sakha (Yakutia).

In category II: 1st place - rural settlement Vvedensky village council of the Lipetsk municipal district (Lipetsk region), 2nd place - Chemodansky village council of the Bessonovsky district of the Penza region, 3rd place - municipal formation "Egorlyk rural settlement" of the municipal formation "Egorlyk district" of the Rostov region.

For the first time, the nomination “Strengthening interethnic peace and harmony, implementation of other measures in the field of national policy at the municipal level” was introduced. It determined the following winners in category I: 1st place - the city of Chistopol (Republic of Tatarstan), 2nd place - the municipal formation "city of Ulyanovsk" (Ulnovsk region), 3rd place - the municipal formation of the city of Chudovo, Novgorod region. In category II: 1st place - rural settlement Kazatsky village council of the Yeletsk municipal district of the Lipetsk region, 2nd place - municipal formation "Orlovskoye rural settlement" of the municipal district "Orlovsky district" of the Rostov region, 3rd place - Neverkinsky village council of the Neverkinsky district of the Penza region.

The winners in the category “Municipal Economic Policy and Municipal Financial Management” in Category I were: 1st place – Oktyabrsky urban district (Republic of Bashkortostan), 2nd place – Surgut urban district (Khanty-Mansi Autonomous Okrug), 3rd place – Sorochinsky urban district of the Orenburg region .

In category II, the winners were: 1st place – municipal formation “Persianovskoye rural settlement” of the municipal district “Oktyabrsky district” of the Rostov region, 2nd place – Yunginskoye rural settlement of the Morgaushsky district of the Chuvash Republic, 3rd place – Novonikolsky village council of the Grachevsky district of the Orenburg region.

These Regulations determine the procedure for organizing and conducting the All-Russian competition "Best Municipal Practice" (hereinafter referred to as the competition), as well as the procedure for providing the budgets of the constituent entities of the Russian Federation, on the territory of which municipalities - the winners of the competition are located, from the federal budget for bonuses to the winners of the competition of other interbudgetary transfers for their provision to local budgets (hereinafter referred to as other interbudgetary transfers).

2. The competition is organized and held annually in order to identify, encourage and disseminate examples of best practice in the activities of local governments in organizing municipal government and resolving issues of local importance of municipalities (hereinafter referred to as best municipal practice). The competition consists of regional and federal stages, held sequentially.

3. The competition is held in the following nominations, reflecting the practice of organizing municipal government and resolving issues of local importance of municipalities (hereinafter referred to as the competition nominations):

a) urban planning policy, ensuring a favorable living environment for the population and the development of housing and communal services;

b) municipal economic policy and municipal financial management;

c) ensuring effective “feedback” with residents of municipalities, developing territorial public self-government and involving citizens in the implementation (participation in the implementation) of local self-government in other forms;

4. City districts (city districts with intra-city divisions), urban and rural settlements, divided into the following categories of competition participants, have the right to participate in the competition:

The regional stage of the competition is held in accordance with the legal acts of the constituent entities of the Russian Federation in order to identify and select examples of best municipal practice in each of the constituent entities of the Russian Federation for the subsequent holding of the federal stage of the competition.

Competitive applications of municipalities, prepared taking into account the methodology and form provided for in paragraph 9 of these Regulations, are submitted to the federal competition commission for organizing and conducting the All-Russian competition “Best Municipal Practice” (hereinafter referred to as the commission) before July 20.

6. A municipal entity’s competitive application may be rejected at any stage of the competition if it is submitted in violation of the established deadlines, is not completed in accordance with the requirements, is incomplete, or contains unreliable and (or) invalid information. The determination of unreliability and (or) invalidity of the information specified in the application is carried out on the basis of identifying the inconsistency of such information with each other, significant inaccuracies and errors in calculations, inconsistency with state statistics or other official data, as well as on the basis of expert opinions of at least one third members of the relevant subcommittee of the commission.

7. The commission or its subcommittees determine the number of competitive applications of municipalities submitted to the commission from each constituent entity of the Russian Federation for each competition nomination and category of competition participants, which are provided for in paragraphs 3 and these Regulations.

8. The Commission may provide for the possibility of accepting for consideration competitive applications of municipalities that did not become winners of the regional stage of the competition or did not participate in it, but whose practice of local government bodies is based on the recommendations of the Association “Unified All-Russian Association of Municipalities (Congress)” or the All-Russian The public organization "All-Russian Council of Local Self-Government" can be recognized as the best in the subject of the Russian Federation. In this case, each of these organizations has the right to recommend to the commission no later than August 1 no more than 3 competitive applications of municipalities from each subject of the Russian Federation.

9. The methodology for evaluating competitive applications of municipal entities and the form of the competitive application of the municipal entity are approved for the following competition nominations:

a) urban planning policy, ensuring a favorable living environment for the population and the development of housing and communal services - by the Ministry of Construction and Housing and Communal Services of the Russian Federation;

b) municipal economic policy and management of municipal finances - by the Ministry of Economic Development of the Russian Federation in agreement with the Ministry of Finance of the Russian Federation;

c) ensuring effective “feedback” with residents of municipalities, developing territorial public self-government and involving citizens in the implementation (participation in the implementation) of local self-government in other forms - by the Ministry of Justice of the Russian Federation;

10. The federal executive authorities specified in paragraph 9 of these Regulations, in accordance with the distribution of competition nominations among them, form subcommittees of the commission for conducting the federal stage of the competition, which:

a) provide organizational and technical support for the activities of the commission;

The chairman of the commission, on the recommendation of the Ministry of Justice of the Russian Federation, approves its regulations and composition.

The composition of the commission is formed taking into account the proposals of the federal executive authorities specified in paragraph 9 of these Regulations, other interested federal executive authorities, the Association "Unified All-Russian Association of Municipal Entities (Congress)", the All-Russian public organization "All-Russian Council of Local Self-Government" and other interested organizations . These proposals must also include nominations of independent experts. The number of representatives of the specified federal executive bodies cannot be more than half of the composition of the commission.

14. Information on the organization and conduct of the competition, including the methodology for evaluating competitive applications of municipalities and the form of competitive applications of municipal entities, is posted on the official websites of the federal executive authorities specified in paragraph 9 of these Regulations, on the information and telecommunications network "Internet" (hereinafter - network "Internet") and is provided to the Association "Unified All-Russian Association of Municipalities (Congress)" and the All-Russian public organization "All-Russian Council of Local Self-Government" to ensure that they can post the specified information on their websites on the Internet.

15. The commission, in accordance with the methodology for evaluating competitive applications of municipalities for each nomination of the competition, determines, before October 1, municipalities whose competition materials reflect examples of the best municipal practices in the relevant nominations of the competition.

The commission determines 3 competition winners according to the corresponding competition nominations and categories of competition participants, among which the first to third places of the competition winners are distributed.

Cases in which the results of the competition are not summed up or a smaller number of places for the winners of the competition are determined are determined by the commission.

16. The federal executive authorities specified in paragraph 9 of these Regulations have the right, in accordance with the legislation of the Russian Federation on the contract system in the field of procurement of goods, works, services to meet state and municipal needs, to determine a supplier (contractor, performer) to perform organizational functions - technical support for the activities of the commission, development of a methodology for evaluating competitive applications of municipalities, processing and preliminary consideration of materials submitted to the commission, as well as for holding a solemn ceremony, producing diplomas and other items awarded to municipalities.

21. Provision of other interbudgetary transfers to the budgets of the constituent entities of the Russian Federation, on the territory of which municipalities - the winners of the competition are located, is carried out in accordance with the consolidated budget schedule of the federal budget for the corresponding financial year and planning period within the limits of budget obligations approved by the Ministry of Justice of the Russian Federation for the purposes specified in paragraph 1 of these Regulations.

The distribution of other interbudgetary transfers between the budgets of the constituent entities of the Russian Federation is approved by the Government of the Russian Federation.

The Ministry of Justice of the Russian Federation, no later than 7 working days after the Government of the Russian Federation approves the distribution of other interbudgetary transfers, transfers other interbudgetary transfers to accounts opened by territorial bodies of the Federal Treasury to record revenues and their distribution between the budgets of the budget system of the Russian Federation, for subsequent transfer in the prescribed manner to the budgets of the constituent entities of the Russian Federation.

The authorized executive authorities of the constituent entities of the Russian Federation, no later than the 3rd working day from the date of receipt from the territorial bodies of the Federal Treasury of information on the receipt of other interbudgetary transfers to the budgets of the relevant constituent entities of the Russian Federation, through the specified accounts, transfer in the prescribed manner other interbudgetary transfers to the relevant local budgets.

22. The balance of other interbudgetary transfers not used as of January 1 of the current financial year is subject to return to the federal budget by state authorities of the constituent entities of the Russian Federation (to the budget of the constituent entity of the Russian Federation - by local government bodies), to which the sources of budget revenues of the constituent entity of the Russian Federation are assigned in the prescribed manner ( local budget) for the return of balances of interbudgetary transfers, in accordance with the requirements established by the budget legislation of the Russian Federation.

If the unused balance of other interbudgetary transfers is not transferred to the federal budget, these funds are subject to collection to the federal budget in the manner established by the Ministry of Finance of the Russian Federation.

24. The presentation of diplomas of the Government of the Russian Federation to the winners of the competition is carried out in a solemn atmosphere by the commission and (or) on its instructions by the relevant federal executive body specified in paragraph 9 of these Regulations, in accordance with the distribution of nominations of the competition.

26. Examples of best municipal practice are published in relevant collections, the preparation of which is carried out by the federal executive authorities specified in paragraph 9 of these Regulations, in accordance with the distribution of competition nominations, and are posted on the Internet.

The Association "Unified All-Russian Association of Municipalities (Congress)", councils of municipalities of the constituent entities of the Russian Federation, the All-Russian public organization "All-Russian Council of Local Self-Government" have the right to participate in activities to summarize examples of best municipal practices, prepare relevant collections and place them on the Internet. and other organizations whose representatives are members of the commission.

27. Information on the placement of collections of examples of best municipal practice on the Internet is brought to the attention of the executive authorities of the constituent entities of the Russian Federation by the federal executive authorities specified in paragraph 9 of these Regulations, in accordance with the distribution of competition nominations, to assist in disseminating examples of the best municipal practice practices among municipalities of the relevant constituent entities of the Russian Federation.

From June 16 to 18, 2016, the capital of the Republic of Bashkortostan hosted the IV Forum of the Union of Russian Cities “Best Municipal Practices,” which for the first time received international status in Ufa. The forum was organized by the Union of Russian Cities and the Administration of the urban district of the city of Ufa of the Republic of Bashkortostan with the support of the Head of the Republic of Bashkortostan Rustem Zakievich Khamitov, the Government of the Republic of Bashkortostan, as well as representatives of federal ministries and departments. The Union of Russian Cities is one of the oldest public organizations in Russia, comprising 91 municipalities of the Russian Federation. It was created in March 1991 on the initiative of 65 Russian cities.


The All-Russian Council of Local Self-Government summed up the results of the Competition of Best Municipal Practices, in which almost all regions of the Russian Federation took part.

Our republic became one of the most active participants in the Competition. In total, more than 30 applications were sent from the Republic of Bashkortostan to Moscow.

On May 27, 2016, on the eve of the tenth anniversary of the All-Russian Council of Local Self-Government, the Second All-Russian event “International Neighbors Day” is planned to be held in the Russian Federation.

Currently, regional organizing committees are being formed, and preparatory work has already begun in 42 constituent entities of the Russian Federation for holding cultural events in courtyards and city parks. On April 20, on the eve of Local Self-Government Day, a joint meeting of the Councils for Local Self-Government under the Federation Council and under the Chairman of the State Duma was held in the Federation Council on the topic “Local self-government in the Russian Federation: issues of legislative support and law enforcement practice.”

The meeting was chaired by Chairman of the Federation Council Valentina Matvienko and Deputy Chairman of the State Duma Vladimir Vasiliev.

Members of the Federation Council, deputies of the State Duma, representatives of regional executive authorities, representatives of relevant ministries and departments, deputies of legislative bodies of the constituent entities of the Russian Federation, representatives of local governments, public organizations, TOS bodies, initiative groups of citizens, and the scientific community were invited to the event. On April 7, the Federation Council hosted a meeting of the commission of the All-Russian Competition of Best Municipal Practices, which was chaired by the chairman of the commission, Chairman of the All-Russian Council of Ministers Dmitry Azarov.

For this meeting, each expert group selected 5-8 practices that scored the maximum number of points, were distinguished by effectiveness and originality, and most closely corresponded to the key criterion of the competition - the involvement of citizens in local government.

VSMS invites active citizens to determine the winners of the competition. Information about the finalists will be posted on the VSMS website. Each site visitor will be able to vote for any practice they like. According to the HCMC, supported by the competition commission, the factor of popular vote will be an important confirmation of the involvement of citizens in the implementation of the practice.


On March 18, the head of the Administration of the urban district of the city of Ufa, Irek Yalalov, took part in a joint meeting of the Federation Council Committee on federal structure, regional policy, local government and affairs of the North and the Union of Russian cities “The experience of Russian cities in solving problems of territorial development”, dedicated to the 25th anniversary of the Union . More than ten of the country's best municipal practices from Yakutia, Khanty-Mansiysk, Pskov, Arkhangelsk and Vladimir regions were presented by participants in the interregional forum, which took place in Chelyabinsk on July 18. Municipalities of the Chelyabinsk region, as well as other regions of the country, are ready to apply the most successful ideas at home.


Chelyabinsk was chosen as the venue for the forum on the initiative of the public organization “All-Russian Council of Local Self-Government” (VSMC), which is headed by Senator of the Federation Council Dmitry Azarov .

“Chelyabinsk and the Chelyabinsk region as a whole are always at the forefront of the municipal movement, they react most quickly to changes that occur in legislation, and actively participate in the legislative process,” Azarov noted.
